2018 NSW J24 State Titles – Regatta Report

Cronulla Sailing Club in partnership with the J24 Southern Sydney Fleet again hosted the NSW State Championships in the water of Bate Bay.

Saturday came with the crew briefing lead by starter Bruce Swane, laying down the law and setting the scene for what was to come, two days of exciting, frustrating but most of all enjoyable and friendly One-Design racing.

Race 1 got underway in a steady though light 8 kt easterly shooting out from Shark Island into Bate Bay. Twelve J24s headed out, popping spinnakers and heading into Cronulla only for half the fleet to be becalmed at the bottom mark and the leaders TINTO (S Wright) and INNAMINCKA (J Crawford) streaking ahead on the breeze. However, the wind returned with TINTO first followed by INNAMINCKA in second and WATERBORNE AGAIN (B Lee) in third.

Race 2 and the cream began to rise. Sean Kirkjian driving KAOTIC, past multiple Australian and NSW Champion came in first followed by TINTO and the forever young Cronulla local David Mckay in STAMPED URGENT.

The race committee then began the search for the elusive wind…… AP flew and the fleet began the race into the Club house for some stories of where’d the wind go followed by some great BBQ delights! And to enjoy the $500 bar tab supplied by the Harbour Fleet. (Also, on Sunday night!!) Cheers!!!

Sunday arrived with an increasing North Easterly race 3 and all bar one went with the Genoa however that changed. Brenden Lee from Sandringham Yacht Club took race 3 followed by KAOTIC and ACE (D West).

All under Jib in race 4 and again the man from Sandringham driving WATERBORNE AGAIN came first VORTEX (C Lee) in second and STAMPED URGENT made up the podium. Special mentions go to the team on JARGON (J Macquart) making the most of the one design nature of a J24, flying his kite sideways to take advantage of the blustery NE summer breeze!!

Race 5 and KAOTIC returned to the top spot, ACE in second and WATERBORNE AGAIN in third, the title was to be decided in the final race.

With the course reset into the estuary the results of Race 6 where to reflect the final overall result. KAOTIC in First followed by WATERBORNE AGAIN and TINTO following.

Congratulations to Sean Kirkjian and his crew on KAOTIC, NSW Champion 2018. From Brenden Lee from Sandringham on a count back with Steve Wright from the Cronulla Sailing Club in third.

Performance results saw VORTEX skippered by Chris Lee, making a return to One Design racing in first, followed by KAOTIC and in third WATERBORNE AGAIN.

Cronulla Sailing Club (CSC) invites entries for the J24 NSW Championships, to be sailed on Bate Bay off Cronulla NSW from 3 November to 4 November 2018.

  1. RULES

1.1. All races will be governed by the rules as defined in the World Sailing Racing Rules of Sailing (RRS), Prescriptions and Special Regulations of Australian Sailing (AS), and the Sailing Instructions (SI)

1.2. J24 Class Rules will apply (except as altered by the Sailing Instructions or this Notice of Race).

1.3. AS prescriptions to Rule 46 apply to this regatta.

  1. ALTERATION OF CLASS RULES

The rules of the International J24 Class 2017 are changed as follows:

2.1. Where a boat deviates from the rules of measurement on hull and rigging, such deviation may be considered legal when a class measurer is satisfied that the item in question is “as supplied by the licensed builder at the time of manufacture”. The measurement certificate shall be endorsed appropriately by the class measurer.

2.2. Class rule C.2.1(b) is changed as follows: A boat may sail with different crew on different days provided the crew changes are declared at registration. The number of declared crew shall remain the same throughout the regatta. Crew changes not declared at registration require advance written approval of the Race Committee and will only be approved in exceptional circumstances.

2.3. Class rule C.10.2 is changed as follows: A boat may carry one Mainsail, one Genoa, one Jib and two (2) Spinnakers on-board while racing. . The use of Spinnakers is subject to Class Rule J.2.

  1. ADVERTISING

3.1. All competitors may be required to display Regatta sponsor’s name / logo. The Class Association will supply these items and they shall be affixed and / or worn as prescribed in the Sailing Instructions.

  1. ELIGIBILITY AND ENTRY

The Championship is open to boats of the International J24 Class that comply with class rules and that fulfil the following requirements

4.1. Entry is open to all the J24 yachts skippered and entered by a member of a Club affiliated to Australian Sailing, and who is a member of Australian Sailing.

4.2. All competitors shall be members of AS and an Australian J24 Fleet Association.

4.3. The owner of the J24 as shown on the measurement certificate shall be a member of their Fleet Class Association.

4.4. The helmspersons nominated on the ‘Entry Form’ will be deemed to be in charge of the boat and no change of helmsperson shall be made without the written consent of the Race Committee.

4.5. Each boat shall hold and lodge with the Organising Authority a current Measurement Certificate and a current Inventory of Required and Optional Equipment for the International J24 Class.

4.6. Eligible boats must submit entries online via the website, www.cronullasc.com

4.7. Entries after 1700 on Friday 26 October 2018 will be subject to a late entry fee.

  1. ENTRY FEES

5.1. Normal entry fee: $150

5.2. Late Entry: $200 for entries received after 1700 on Friday 26 October 2018

  1. REGISTRATION & MEASUREMENT

6.1. Registration and Crew Weigh In will be conducted at Cronulla Sailing Club on Friday 02 November from 1200-2000 and Saturday 03 November from 0730-0900.

6.2. Unmeasured sails shall be presented for measurement to the J24SSF Measurer prior to 1600 Thursday 1 October 2018.

6.3. Boats may be checked for race weight before entry into water. All up racing weight is minimum 1330kg.

6.4. A copy of the yachts' current measurement certificate, insurance certificate, Category 7 Plus equipment compliance certificate and inventory of required and optional equipment form shall be lodged at registration.

6.5. The Organizing Authority or J24 National Association representative may conduct measurement and inventory checks of competing yachts at any time, before, during and after racing.

  1. RACE FORMAT

7.1. Format will be boat start, laid course fleet races.

7.2. The Regatta will be a Wet Regatta, and all boats must be in the water before 2000 on Friday 2 October 2018. Any exception must be approved by the Organising Authority.

7.3. Mooring overnight in the CSC marina at no cost is available from 1-5 November

8.1. Sailing Instructions will be available upon registration at CSC and will be available online on the CSC website and J24 National website

  1. RACING AREA

9.1. The races will be conducted on Bate Bay off Cronulla.

  1. COURSES

10.1. Courses will be as described in the Sailing Instructions.

  1. RACE PROGRAM

11.1. Crew briefing will be held in the CSC at 0930 on Saturday 3 November 2018.

11.2. No more than four races will be sailed on one day.

11.3. While it is the intention of the Organising Authority to conduct races as shown above, the schedule and number of races may be altered on any given day. Any change of races will be posted by 0930 on the day it will take effect.

  1. SCORING

12.1. The Low Point scoring system, Appendix A of the RRS will apply.

12.2. Six (6) races are scheduled of which four (4) completed races are required to constitute the regatta.

12.3. If 4 or fewer races are competed, each boat’s series score will be the total of her race scores with no exclusion.

12.4. If 5 or more races are competed, each boat’s series score will be the total of her race scores with one exclusion.

12.5. Performance Handicap System (PHS) results will be decided by application of the Time Correction Factor (TCF). The PHS TCF will be allocated by the Race Committee and may be recalculated between races and will not be subject to redress. This changes RRS 62.1 (a).

  1. PRIZES

13.1. Results and prizes will be announced at the Presentation BBQ on Sunday 4 November 2018

13.2. Prizes will be awarded for boats placed first to third overall and first to third on PHS handicap

  1. SAFETY

14.1. Boats shall comply with the Australian Sailing Special Regulations Safety Category 7 Plus. The safety declaration will not remain valid unless the boat, together with its safety equipment, is maintained in accordance with the requirements of this safety category.

14.2. Safety declaration shall be lodged by marking the applicable box on the on-line entry.

14.3. Each boat shall hold and lodge with the Organising Authority a current audited category 7 plus equipment compliance certificate.

  1. INSURANCE

15.1. All competing yachts shall have public liability insurance with racing endorsement for an amount of not less than Ten Million Dollars (AUD10,000,000).

  1. DISCLAIMER OF LIABILITY

16.1. All those taking part in races conducted by CSC do so at their own risk and responsibility. CSC , the Australian J24 Class Association and the J24 Southern Sydney Fleet Association are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment.

16.2. CSC , the Australian J24 Class Association and the J24 Southern Sydney Fleet Association are not responsible for any damage or injury, either ashore or at sea to persons or boats, which might result from participating in races conducted by CSC.

16.3. Competitor attention is drawn to RRS Fundamental Rules 3 and 4.

Fundamental Rule 3 – Acceptance of the Rules:

“By participating in a race conducted under these Racing Rules, each competitor and boat owner agrees:

(a) to be governed by the Rules;

(b) to accept the penalties imposed and other action taken under the Rules, subject to appeal and review procedures provided in them, as the final determination of any matter arising under the Rules; and

(c) with respect to any such determination, not to resort to any court of law or tribunal”

Fundamental Rule 4 - Decision to Race:

“The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone.”

18.5.1. Road trailers used to transport interstate boats to and from the regatta may be stored at the designated area for trailer parking near the Cronulla Marina for the duration of the event.

Boats shall comply with the Australian Sailing Special Regulations Safety Category 7 Plus. The safety declaration will not remain valid unless the boat, together with its safety equipment, is maintained in accordance with the requirements of this safety category. 14.2. Safety declaration shall be lodged by marking the applicable box on the on-line entry. 14.3. Each boat shall hold and lodge with the Organising Authority a current audited category 7 plus equipment compliance certificate. Category 7 plus items: Compass Chart of the Area Red Hand Flares (2) Orange Smoke Signals (2) Distress Sheet Heaving Line (min 15m x 15mm dia. attached to life buoy) Fresh Water (2L per crew) Handheld VHF radio INSURANCE 15.1. All competing yachts shall have public liability insurance with racing endorsement for an amount of not less than Ten Million Dollars (AUD10,000,000). DISCLAIMER OF LIABILITY 16.1. All those taking part in races conducted by CSC do so at their own risk and responsibility. CSC , the Australian J24 Class Association and the J24 Southern Sydney Fleet Association are not responsible for the seaworthiness of a boat whose entry is accepted or the sufficiency or adequacy of its equipment. 16.2. CSC , the Australian J24 Class Association and the J24 Southern Sydney Fleet Association are not responsible for any damage or injury, either ashore or at sea to persons or boats, which might result from participating in races conducted by CSC. 16.3. Competitor attention is drawn to RRS Fundamental Rules 3 and 4.
